She said that there is an invisible panel of kitty-judges that come unannounced, to your cat. When they appear to your cat, your cat performs to them, and is judged according to speed, creativity, agility, dexterity, acrobatic ability, etc.
So if you see your cat suddenly spurt around the house at Mach speed, actually run up a wall, or something else incredibly spectacular, it's because the kitty judges have arrived!
